Article I. Name
The official name of the organization is The South Jersey Traffic Safety Alliance. (SJTSA)
Article II. Objective
To assist all county and municipal agencies and organizations with problem assessment, development, implementation and evaluation of educational programs, enforcement programs, and engineering projects and traffic and pedestrian safety.
Article III. Members
Member shall be police officers, emergency rescue personnel, educational and safety professionals, and the general public. Anyone interested in becoming a member should contact
a member, an Executive Board member or the Alliance Secretary and request to be added to the mailing list.
Article IV. Officers
Officers of the SJTSA shall include at least a Chairperson and Vice-Chairperson.
Article V. Meetings
Meetings shall be at least quarterly or as needed. There are no quorum requirements and a vote shall be by majority of those present.
Article VI. Executive Board
An executive board shall consist of twelve (12) appointed members. Their duties are to set priorities and policy and make recommendations to the general membership.
Section 1. Appointments - Each County representative on the South Jersey Transportation Planning Organization (SJTPO) Policy Board shall appoint two (2) members from its County and the New Jersey Division of Highway Traffic Safety (NJDHTS) shall appoint four (4) members, one (1) from each county. The Executive Board may make recommendations to the General Memebership for any appointment not made prior to reorganization or 90 days after a resignation.
Section 2. Term - Each Executive Board member shall serve a two year term to expire the end of each odd year.
Section 3. Quorum and Majority - There shall be no quorum required for action to take place. A majority shall be the majority of those present to vote.
Section 4. Action without Meeting - Under emergency circumstances, in which time or weather conditions are factors, action may be taken by a majority of the Board members responding to a request by the Secretary via fax, phone or e-mail.
Section 5. Resignation or Removal - A board member may resign his or her position at any time by sending a letter to the appointing agency and copying the Alliance. The appointing agencies may also rescind a Board member's appointment, in writing, at any time during that member's term.
Section 6. Annual Reorganization - Shall take place within the first quarter of the calendar year. By-Laws should be reviewed and a Chairperson, Vice-chairperson and Secretary elected for the term of one year.
Section 7. Meetings - As needed.
Section 8. Associate Board Members Appointed by the Executive Board to advise the Board. They will act at the discretion of the Board and will not have any voting powers.
Article VII. Committees
Committees may be created at any time. Committee members are appointed by the Executive Board, along with a committee chairperson. Specific responsibilities will be identified by the Board and the committee chairperson will be responsible for reporting back to the Board.
Article VIII. Parliamentary Authority
The current addition of Robert's Rules of Order Newly Revised will apply.
Article IX. Amendments or Repulsion
The By Laws may be amended or repelled by the general membership with a 2/3's vote of those present and voting, provided that the proposed change has been distributed to the membership ten (10) days before the general membership meeting.
