Retired New Jersey State Police Lieutenant Colonel Richard "Rick" Arroyo officially joined the South Jersey Traffic Safety Alliance Executive Board on Tuesday, October 29, 2013 as one of three Salem County representatives replacing William Sumiel, Salem County Engineer.  Colonel Arroyo retired from the NJSP On August 1, 2008 and recently joined the Delaware River and Bay Authority as the new Police Administrator.  Colonel Arroyo joins Salem County representatives Sheriff Chuck Miller and Scott Haines, Deputy Director of the Salem County Department of Emergency Services.  

The SJTSA Executive Board is made up of 12 members, three from each of the four counties and is responsible to set policy, set priorities and make recommendations to the General Membership. 

The Delaware River & Bay Authority is a bi-state governmental agency created by Compact in 1962.  It owns and operates the Delaware Memorial Bridge, the Cape May- Lewes Ferry, the Three Forts Ferry Crossing and the Business Centre in Salem, NJ.  It manages corporate and aviation properties through its economic development powers - two airports in New Jersey (Millville Airport and Cape May Airport) and three in Delaware (New Castle Airport, Civil Air Terminal and Delaware Airpark).

This program is still being developed.  Above is a mock up of the foundation for each school board.  
It will be professionally done and about 3 feet by 1 foot and the kids can add to it.  

The Alliance will pay for Gabe Hurleys travel expenses to present at your school as part of the 
program.  He'll conclude with a medley of songs, including Star Wars, Simpsons and Super Mario themes, Beethoven's Symphony 5 and Michael Jackson’s Beat It, 
that will definitely motivate the kids to join activities and want the concert.

2013 Seat Belt Survey Results 
    
    
For 2013, SJTSA observed seat belt use and cell phone use for school bus drivers and commercial motor vehicle (CMV) drivers. 

 School bus driver seat belt use was observed at 82% and zero cell phone use.  This is the first observational survey of school bus drivers. 

     CMV driver seat belt use was observed to be 62%, considerably lower than the 92% use in 2011 and 72% use in 2009.  Cell phone use was lower at 3.8%, down from 5.5% on 2011 and 6% in 2009.

This national training course includes: review of safety belt systems on school buses, introduction to child restraints, proper selection and installation, as well as special needs restraints and school bus specific restraints, such as safety vests, add on seats, and integrated seat.

about the dangers and consequences of texting and driving.  


                                         FINES INCREASE

Talking or texting on your hand-held cell phone while driving just got more expensive.  The current $100 fine will increase to a minimum of $200 and maximum of $400 for a first offense.  Third and subsequent offenders may lose their license for 90 days and receive 3 motor vehicle points.  Signed into law Thursday, June 27, the fines will go into effect on September 27, 2013.

Effective July 18, 2012,  any driver who causes serious injury or death to another motorist because they were talking or texting on a cell phone, may be charged criminally and spend up to 10 years in jail and fined a maximum of $150,000.00.  The law is known as the Kelush, Kubert and Bolis Law.  Full Law

Need help staying off the phone while driving?  Try a mobile application, they can detect when the vehicle is moving and do all the work for you.  Incoming calls are re-routed to voice mail, texts replied with a message you are driving, and outbound calls and texts restricted.  Check with your cell phone company for free apps, others may cost.  Other applications to consider:  Teenage Speedster, Mobile Tattletale & Nigro's Accident Assist App.

SJTSA hires VIP Video Production, Mantua, NJ, to produce teen DUI prevention documentary about Christian Muniz, a 24 year who was paralyzed at the age of 18 in a car crash after he had friends had been out drinking and decided to race.  

The project is being funded by a grant from State Farm, Celebrate My Drive Campaign. 

Penns Grove and Cumberland Regional High School students participate in re-enactments for Muniz video.
