GRADUATED DRIVERS LICENSE (GDL) Changes Effective - May 1, 2010
All permit or probationary license holders under the age of 21 must follow these new rules. There is no grandfathering for current permit holders.

Limits the number of passengers to one, *unless a parent or guardian is present

Requires everyone to be buckled up

No driving between *11 PM and 5 AM

* Requires a special decal be displayed on the front and rear license plates. (attach with velcro, available at MCV for $4)

* No interactive wireless communication devices

No plea bargaining point carrying violations

Zero Tolerance for alcohol or drugs
The GDL Program is a three stage approach to granting young drivers full license privileges. It is designed to introduce beginners into the driving population in a low-risk manner by imposing conditions and restrictions to driving. GDL Programs have been proven to save lives among new drivers and their passengers.
Stage 1 is supervised driving for *6 months.
Stage 2 is unsupervised driving for one year.
Stage 3 is the basic drivers license (full driving privileges).
