Minutes of the Executive Board Meeting
October 1, 2002, 12 Noon

Teresa Thomas opened the meeting at 12 Noon.
Board members present were: Sheriff Mike Barruzza, Officer Mike Bernard, Joe Callavini, Sgt. Donald Chafin, Liberty Harshaw, Linda Krsnak, Rick Mulvihill, Lt Lou Raniszewski, Sgt Rich Washart, John Wolfram, Sgt. Barry Wythe.
Others present: Jodilyn Tofts, AAA, Sharane Orendas, NJDHTS and Teresa Thomas, SJTPO/SJTSA.
Teresa directed everyones attention to some items hanging in the front of the room. First was an example of the design for the side of the trailer. The Board voted to use only the Alliances logo, phone number and website. On the back will be the Alliances logo and website, along with Fundy By: and NJDHTSs logo and website and SJTPOs logo and website.
Next were color drafts of the latest posters. The Emergency ID Sticker now has directions on using it in Spanish.
PRIORITY ITEM The Board voted to move the November meeting from the 26th to the 19th. Linda Krsnak announced that she would like to host the meeting at Cumberland County Improvement Authority, 2 N. High Street, Millville.

There were no minutes for the Executive Board to approve.
On-Going Business
Saved By The Seat Belt Club Teresa informed the Board that she had received 2 new forms and wanted to discuss additional induction ceremonies. The Board decided that Induction Ceremonies would be scheduled on an as needed basis. Venues discussed included Township Committee Meetings, Freeholder Meetings and public events such as Fairs.
Bicycle Safety Bowl Teresa reported that she had presented Ventnor School with the trophies and handed out a copy of the newspaper article.
Buckle Up Stencil Program Teresa reported that Salem County kicked off the program and it was now up and running in all four counties. She also directed everyone to the updated list of participants.
Salem County Diversity Grant Application Teresa informed the group that she and Sharane had met with Sheriff Cooksey and his staff. Teresa worked up a draft, reviewed with S/O Rob Hans and gave him the final product print out and on disk. The Board was provided with a copy.
Boost America Teresa informed the Board that the Alliance was given the go ahead to work with the Atlantic County United Way (ACUW) and Atlantic County Sheriffs Office (ACSO) to bring the Boost America Campaign to Atlantic County. She said that she had left both Fran Wise, ACUW and S/O Clint Warren, ACSO, messages.
Child Passenger Safety Seat Inspection Campaign Teresa informed the Board that she had participated in the last CPS Certification Course and has sent in her paperwork for a technician number.
Sharane reminded the Board that this class was supposed to be for other than law enforcement but had not materialized. Sharane also reminded them that it was taught by the Alliances own instructors.
Upon question, Teresa said there were only 5, including herself, in the class. Teresa went on to say that Ed OConnor had requested to know what step the Alliance had taken to reach out to minority organizations etc. Teresa had included that letter in the Board Members packets.

2. Approve Purchase of Halloween Safety items for Cape May County Event dated Oct 26
The Cape May United Way is having a CPS and Boost America event Oct 26. The Lower Twp Rotary has come on board and the Alliance has been asked to do Halloween Safety. Teresa requested to purchase Halloween bags or reflective dots. 250 at 40 cents = $100.00.
Sharane suggested Teresa contact Frank Ciri in Camden and ask him for some. Jodilyn Tofts, AAA, offered some from her supply, as did Sheriff Barruzza. Mike Bernard asked for some for the Pumpkin Carve event, so Teresa told Jodilyn to send some to Mike and said shed get hers from Sheriff Barruzza.
Mike Bernard asked why we didnt have any bags? Teresa reminded the Board that they had decided that they didnt like the one time use of the bags or dots. Mike suggested that we revisit the bag idea for next year.
3. Approve CPS Grant Application
The Board approved the FY 2003 CPS Grant Application totaling $15,470.00. Teresa explained that the grant was for salaries for CPS Instructors and seats only.
There was discussion about the salary issue after Sharane said it might not get approved. Teresa said that she thought we should submit the grant as is and if rejected we could follow up with a justification letter.
4. Insurance for Trailer
Teresa informed the Board that the trailer was still not registered or insured. SJTA said that if they insured it the trailer has to be attached to an authority vehicle and that I could request a pool car as needed.
It was suggested that Teresa ask if a municipal or county vehicle could pull the trailer.
Sgt Wythe told Teresa not to use the trailer until it is registered and insured. Teresa said that she had gone forward and that the insurance card is in the mail.
Correspondence
FYI Teresa informed the Board that she had sent a pen to 97.3 FM Radio. The disc jockey picks a pen and uses it as the official pen of the day, announcing the supplier constantly, however he had not used the Alliances pen yet.
REQUEST Lower Alloway Creek First Annual Emergency Services Day, Oct 12
REQUEST Upper Twp Fire Prevention Week, October 6
Teresa informed the Board that she would not be available for either of those two requests.
Mike Bernard and Don Chafin said that they would work the Oct 12 and Pumpkin Carving Event if the Alliance would supply items. Teresa said shed put together a box for one of them to pick up.
Lt Raniszewski volunteered to man the Oct 6 event. Teresa said she would put together a box and drop it off on Saturday.
REQUEST Cardiff Volunteer Fire Company Traffic Control Signal
Teresa informed the Board that Chief William Danz, Cardiff Volunteer Fire Company, had sent a letter to the Alliance and SJTPO, seeking support for a traffic control signal near their fire station on BHP. Included in the packet was Tim Cheliuss response. Sgt Wythe said that he would be interested in reviewing the additional information Tim Chelius requested before acted on this letter. The Board tabled the item until further information is received and directed Teresa to send a letter explaining such.
FYI E-Mail from Bikeway Engineering regarding Bicycle Safety
It was decided that Bikeway Engineering would be invited to make a presentation at the February meeting.
Preliminary Agenda
The Board approved a presentation by Mike Reeves, SJTPO Regional Planning Manager. He will talk about what the SJTPO is doing to support the inputting of crash data for GIS (mapping).
Sheriff Barruzza said that Kim Brown has done an excellent job with Cumberland Counties and requested we contact her to participate.
NJDHTS Grant
Teresa directed everyone to the budget update form. She pointed out that there will probably be about 3,000 of unused funds. There was also a copy of the 4th qtr report provided for their review.

Teresa Thomas opened the meeting at 12 Noon.
Board members present were: Joe Callavini, Sgt. Donald Chafin, Liberty Harshaw, Linda Krsnak, Sgt. Barry Wythe.
Others present: Pirette Kalogeropoulos, AAA, Sharane Orendas, NJDHTS and Teresa Thomas, SJTPO/SJTSA.
Teresa informed everyone that Lt Louis Raniszewski, Cape May County Sheriffs Office was appointed to the Executive Board to replace Sheriff Plousis, however he was unable to attend today.
Minutes
The General Membership Meeting Minutes from the May 24th meeting were approved.
Sgt Wythe commented that the 101 kick off event could have been a little better organized for a Noon presentation. Sharane Orendas commented that the Alliances Booth was great.
On-Going Business
Bicycle Safety Bowl Teresa reported that she was happy with the participation and that the Atlantic County and Regional Winner, Ventnor Education Community Complex, has requested to receive their trophies in the Fall.
Teresa showed pictures of presentations to Oldmans Township School, the Salem County Winner and Avalon Public School, an Initiative Award.
Buckle Up Stencil Program Teresa reported that Atlantic County and Cape May County kick offs received press. She showed pictures of both events and announced that Buena Vista, the Township of Hamilton and Township of Dennis had all signed up. She went on to explain that it seemed the councils were voting on participation in the program which seems to take a couple weeks.
Child Passenger Safety Seat Inspection Campaign Committee Teresa reported that Chairman Wythe had appointed Sgt John Bieniakowski Committee Chairperson. Sgt Bieniakowski will be the Lead Instructor for the Alliances CPS Training Courses.
She went on to report that Sheriffs Officer Clint Warren was appointed the Atlantic County Representative and Lillian Ernst the Cumberland County Representative. The Committee includes Officer Russell Bongiovanni because he is an instructor. Sgt Wythe reminded everyone that Sheriffs Officer Kate Bittner was the Cape May County Representative and Mary Padden the Salem County Rep.
Teresa said that they were trying to schedule a small CPS course in September to coincide with the Babies-R-Us check up event Sunday, September 29th. She also informed the board that there was an event scheduled at the Cape May Lewes Ferry on Thursday, July 25th, 10 AM to Noon.
Boost America Teresa informed the board members that she had met with Fran Wise, Atlantic County United Way, and S/O Clint Warren regarding the program. She explained how the program was working in Salem and Cape May Counties and how it could work in Atlantic County. The United Way has not signed on to date.
She went on to report that the Cape May County program is going slowly. In addition to the Ferry event there is one scheduled for Wednesday, August 14th and that they had given each Police Chief a backless booster for transporting purposes on June 13th.
New Business
1. H.R. 3132 to set common sense limits on the increase in truck weights or lengths.
Teresa reminded the board members that this organization had approached them last year to join but that they had voted not to join but to review legislation as they presented it. This time they are asking the Alliance to write to Senator LoBiondo to co-sponsor this bill.
The Board voted to continuing researching the problem and to consider further if the organization gets a sponsor.
2. Approve Saved By The Seat Belt Induction Ceremonies.
Recognizing that inductees have a difficult time attending the Alliance meetings to be inducted Teresa recommended the Alliance seek public events and fairs to hold induction ceremonies. Specifically she recommended the upcoming 4 H Fairs in Atlantic and Cape May. Other board members identified fairs for Salem and Cumberland Counties and discussion took place about the possibility, including timing and actual attendance.
The board agreed to try the 4 H Fair in Atlantic as a pilot program. The idea will be revisited.
Sgt Wythe said that he was considering a committee to address these types of issues.
3. Partnership between DRBA and SJTSA.
Teresa explained that while attending the Cape May Chiefs meeting to present the backless boosters, a gentleman from the DRBA Police approached her about doing working together. He said that they had a grant from Delaware to do child passenger safety seat events and education on the Delaware side and wanted to do it on the New Jersey side. Teresa discussed the possibility with Sharane and created an objective and strategies to be included in the new grant application.
Sgt Wythe said that they would be required to be a member and attend meeting. Teresa suggested that they could make update presentations at the meetings.
The Executive Board approved the objective to be included in the full grant proposal for full membership approval August 27th.
4. Defensive Driver Program
Teresa informed the board members that she had completed the DDC 6/8 Instructor course and needed to teach two classes as a candidate instructor before she was certified. Joe Callavini suggested she teach two of his classes scheduled in October.
The draft program proposal was discussed and tabled.

Fall Activity
The Executive Board reviewed the survey results (law enforcement and school personnel to determine the problems associated with back to school and school bus safety). They need approved a presentation by Joe Callavini, Vineland Board of Education, about the program he uses to address motorists illegally passing school buses.
Sgt Wythe suggested the Alliance host a seminar to promote communication between bus drivers for bus companies and police departments to address disorderly children distracting the bus drivers. The purpose would be to open communication between the bus companies and police to quickly address problems.
It was suggested that this occur after the Traffic Officers Meeting in September, with Salem County police being invited.
Preliminary Agenda
The Executive Board approved the newsletter for distribution, along with a revised agenda and Buckle Up Stencil Participation Form.
The meeting will be held at the Wildwood Convention Center with the Safety Cruiser. The event will kick off back to school and include a presentation by Virtua Health Paramedics and the S.A.F.E (Staying Alive From Education) program.
NJDHTS Grant
Teresa informed the Board that the packet contained a copy of the 3rd Quarter Progress Report and budget update spreadsheet.
The Executive Board approved the new grant application presented totaling $34,200.00 and including the DRBA proposal
The Board also approved the final purchases Emergency ID Sticker and Saved By The Seat Belt Easel Posters with pockets and palm cards for the Alliance, Dont Pass the School Bus, and Defensive Driving Tips.
Finally, the Board approved a new Three Year Strategic Plan (2003-2004-2005) and reviewed an analysis of how we did with respect to the previous plan.

Board members present were: Sgt. Donald Chafin, Officer Michael Bernard, Linda Krsnak, Rich Mulvihill, Mary Padden, Sgt. Barry Wythe, Bill Garrison for Sheriff Michael Barruzza, and LT Lou Ranisewski for Sheriff James T. Plousis.
Others present: Sharane Orendas, NJDHTS and Teresa Thomas, SJTPO/SJTSA.
Reorganization
Sgt Barry Wythe was named Chairperson and Mary Padden named Vice-Chairperson.
New Business
1. Approved letter to DMV-Title 13 Public Comments.
2. Approved letters to AAA, NJSP and SJTPO requesting Associate Board Members be named.
3. Discussed the Bicycle Safety Bowl and Pedestrian Safety posters. Teresa is to come up with a design per comments.
4. Approved purchase of the Profiler Driver Simulation Demo at $100.00.
5. Approved the purchasing of plaques for Sheriff Plousis and Sgt MacKafee.
6. Opposed the purchasing of the Breathalizer keychain.
7. Approved purchasing of Buckle Up Stencils. Cumberland County already has one and has starting painting parking lot exists, etc.
8. Opposed purchasing Motorcycle Helmet ID Systems.
Other
Discussed next meeting May 28th. Since its the Tuesday after Memorial Day it was decided that it should be rescheduled. Teresa is to work with Sharane to schedule the Safety Bus and Sir Buckle Up for the 101 Days of Summer Kick Off the week of May 20th. Boardwalk Hall was suggested.
Teresa and Sharane will work on a Seminar Day for the Fall 2002. Teresa would like to see an education tract with presentations on S.A.F.E., Fatal Vision Goggles etc. The date of October 14th and November 11th were suggested to coincide with school closings.

Teresa Thomas opened the meeting at 9:45 a.m.
Board members present were: Sheriff Michael Baruzza, Sgt. Donald Chafin, Officer Michael Bernard, Linda Krsnak, Liberty Harshaw, Rich Mulvihill, Mary Padden, and Sgt. Barry Wythe.
Reorganization
Teresa pointed out that Mr. Chelius SJTPO Executive Director is working on letters to his Board Members that need to make appointments. The Board discussed the open seat in Cumberland County and the three choices to be presented. Noting that one was a region representative the Board Members discussed the possibility of Associate Board Members. They would be appointed by the Executive Board to act as advisors to the Board, but would not have voting privileges. They would serve at the Boards discretion.
The Executive Board will recommend that the General Membership include a Section 8, Associate Board Members, under Article VI, Executive Board. Because the By-Laws state that proposed changes shall be distributed to the membership ten (10) days before the general membership it was decided that the changes should be included in the newsletter.
Because appointment letters have not yet been received for 2002-2003, Board Members did not vote on a Chairman, Vice-Chair or Secretary. The By-Laws state that reorganization shall take place in the first quarter of the year, therefore the members agreed to meet before March 30.
Minutes
The Executive Board voted to recommend approval of both the General Membership Meeting Minutes from November 20th and the Executive Board Meeting Minutes from October 2nd.
On-Going Business
Grants - Teresa informed the Board that she had not yet received a letter of intent from the NJDHTS for either grant, but that both Ed O'Connor and Sharane Orendas had approved the Alliances grant.
Public Service Announcements - Teresa talked about working with the schools on some PSAs but had not had any luck. CN8 had agreed but nothing has been scheduled to date. It was suggested that Teresa contact Mike Schurman, Atlantic County for assistance.
Saved By The Seat Belt Club - Teresa requested to designate February 26th as the Kick-Off. She said she had already asked Mr. Cancelosi to attend and that he had agreed. The Alliance will present him and his son with the baseball caps and certificates. The Press will be contacted and pictures taken for a Press Release and poster.
Teresa also pointed out that she had placed stickers on the forms so that they were sent to the Alliance not the NJDHTS. She then asked if the forms should be sent to the Chiefs for traffic officers. It was agreed that both should receive a stack BEFORE the 26th.
Spring Activity - Bicycle Safety Bowl - Teresa outlined the program as she had envisioned it. Members approved the concept for presentation to the General Membership but suggested Teresa contact AAA and other agencies might have old tests and courses that can be used.
Jimmie Leeds Road and College Drive - The Board approved a letter to Mr. Kinzer, Stockton College, who had identified that intersection as needing safety improvements. Previously the Board had authorized Teresa to contact the County Engineer to follow up.
Revisit Distribution Issue - Teresa requested to change the current policy of only providing items for educational presentations and include fairs, etc. Teresa referenced the Item Request Spreadsheet that showed the distribution for 2001. It was agreed that opening the distribution policy would not take away from items for educational use.
New Business
SAFE KIDS Sponsor - Referring to information in the meeting packets, Teresa discussed the goal and mission of SAFEKIDS. She informed the Executive Board that Salem Hospital had become a chapter and requested that SJTSA be an official sponsor. Teresa explained that being an official sponsor didnt require any financial support but that we shared several programs including bicycle and pedestrian safety and occupant safety. The Executive Board agreed to recommend that the SJTA be an official sponsor of SAFE KIDS chapters in the region.
Bicycle Safety - The Executive Board reviewed the district policy of student bicycles being used in Atlantic County. Agreeing that it is directly related to bicycle safety, the Executive Board will recommend the General Membership adopt the program for use in all four counties.
Printing - The Executive Board agreed to printing posters for pedestrian safety, the Bicycle Safety Bowl, Saved By The Seat Belt Club, and Even Santa Buckles Up. They also agreed to the printing of a pamphlet on John's Law and being a designated driver; about the Alliance itself and stickers.
Purchasing - The Executive Board agreed to purchasing the items below.
